Default Total NooB question...

So I have a couple questions...this is my first time on this site and i LOVE the loops on here...

1) What does "Creative Commons Audio: Attribution1" mean exactly and what would I have to do to be able to use a loop in a song/beat that I may be making for an artist?

2) If a loop is said to be "For Personal Use Only" does this mean that I can not use it in a song/beat that an artist uses on a CD? How would I get permission to do so?

Any advice/help would be greatly appreciated.

That last one is so complex and new, there is no real definitive answer as of yet
